Kulwant singh – Born and grown up a rural area, with simple family, Mr. Kulwant Singh is a self-made person who rise from the grassroots level to an International Specialist of rural development. After completing he PhD in Agriculture from BHU Varansi, he started his career as a development worker and then moved to UNDP as UN Volunteer to help the earthquake disaster affected people in Bhuj, Gujarat and drought affected people in Rajasthan. From year 2002 he moved to Lao PDR to assist the government of Lao for poverty reduction in remote areas. He lived in remote villages with 2 days of traveling time form national capital of Lao PDR and served as a DN Volunteer and helped a vast number of families to come out of proverty for which he had won UN Millennium Volunteer Contest and awarded Money utilized to help poorest of poor women by organizing them in to self-help groups.
Kulwant worked as a Chief Technical Advisor Rural Livelihood Improvement Program funded by United Nations International Fund for Agricultural Development (IFAD) from year 2005 until year 2010 where he developed several models for the proverty reduction and assisted several thousand families to come out of proverty. He initiated policy analysis process for the improvement of agriculture legislation and established policy analysis unit with Ministry of Planning and Investment of Government of Loa PDR. For his outstanding work, he have been awarded certificate of honor by the government.
From mid of 2010, he Joined help the Sustainable Natural Resource Management and Productivity Enhancement project funded by the Asian Development Bank (ADB) and IFAD as Team Leader and Chief Technical Advisor. In this project he developed models for the commercialization of agricultural production, agribusiness valued chain development, land use planning and protection of small holders right through various policy dialogues with the government of Lao PDR.
Currently he is working as a Team Leader for SNRMPEP 0144-LAO (SF) 0145-LAO (DSF/025-LA) under MInistery of Agriculture and Forestry. He have extensive experience and proven track record of managing complex rural development projects. While serving the international organizations. He demonstrated excellent skill of planning focusing on gender integration, financial management, procurement, project cycle management, monitoring and evaluation. He was fully aware of the safeguards including of the steps required procurement, recruitment procedures and planning processes and well understanding of rural development issues in Lao PDR. He developed improved livelihood and nutrition method for the very poor people under the World Bank funded Livelihood Opportunities and Nutrition Gain project funded by the World Bank.
During my extensive exposure to International organization, he acquired proficiency in knowledge management, policy designing networking, judgement making and the ability to think strategically and setting clear priorities to achieve goals, he is excellent in management skills, with the ability to lead and inspire teams and to foster team wirk with strong interpersonal skills and ability to work harmoniously in multi-cultural environment. He possed strong diplomatic and communication skills, with the ability to negotiate skillfully and develop close and effective working relationships with internal and external clients.
An experienced and competent development professional with strong integrity professionalism having 20 years of proven track record for the management of integrated rural development projects of the UN organization and governments.
